Lucky dip was a lapse
13 August, 2009 - The recruitment of 10 plumbers last week for the Punatsangchu hydroproject on a “lucky dip” basis was a major lapse in recruitment procedure, admitted labour and employment officials.

The vocational training institute (VTI) candidates, who never made the cut by lucky dip, had said that the system was unfair because the selection was based on luck and not skill or merit.

“No recruitment can ever be done on lucky dip and the department followed a wrong procedure, although the ministry deals with recruitment and selection process all the time,” said labour minister Lyonpo Dorji Wangdi. “We made a mistake and it won’t happen again.”

13 August, 2009 There is a vast unmet need for counselling in Bhutan, which far exceeds current capacity, says a report compiled by Naropa university in the USA. The study was conducted earlier this year by a psychologist from the American “Buddhist inspired” university.

13 August, 2009 : To be mindful of the effects of one’s own actions and bring about a deeper understanding of the self is the core objective of a new education module that will be offered as an elective in tertiary institutes by next year.

The Buddhist value oriented module, called the Mind and Mindfulness education programme, is an attempt to formalise the dharma discourse (choeshed) programmes that were started in middle and higher secondary schools and the two education colleges in 2003 by the zhung dratshang (central monastic body).
