One VTI for every hydropower

15 July, 2009 -National Assembly members yesterday questioned the labour ministry about the establishment of a vocational training institute (VTI) in Khar, Pemagatshel, which was planned in 2004.

Nanglam MP, Choeda Jamtsho, said that the plan was not even reflected in the 10th Plan after the government had already listed it. Health minister and Khar-Yurung MP, Lyonpo Zangley Drukpa, said that, after the government’s commitment, people were anxiously waiting for the institute. “So far nothing’s been done.”

Labour minister, Dorji Wangdi informed the Assembly that a new VTI in Pemagatshel would be included in the 10th Plan. He said that four VTIs and two Zorig institutes would be established during the Plan period, including the one in Pemagatshel.

He also said that the government has a plan to establish a VTI in every hydropower station in order to provide technical support. Ha MP, Ugyen Tenzin, said that VTIs should be spread across the country for balanced regional development.

Meanwhile, Mongar MP, Ugyen Wangdi raised concerns of students, who could not re-check board exam papers. He said students in remote areas could not afford to pay the recheck fee of Nu 300 per paper the education ministry charges. “The education ministry should either reduce or write off the fee,” he said. Other MPs supported the submission saying that Nu 300 was a huge amount. They also questioned the transparency of the recheck system.

Education minister, Lyonpo Thakur Singh Powdyal said that there were two types of rechecks. One recounts marks and the other re-evaluates the entire paper. He said the Bhutan board of examination does not have enough manpower to conduct rechecks and that, every time there was recheck, the ministry had to hire professionals. “The examination system is transparent and there’s no possibility of carelessness as the evaluation was done by a committee comprising nine to ten teachers.
